Why Romania’s vignettes got more expensive in 2025
From 1 and 8 September 2025, significant changes to vignette rates came into force. The increase affects every vehicle category — from cars and vans to heavy trucks and coaches.
The authorities justify the rises by the need to align with European norms and to secure extra funds for maintaining road infrastructure. For transport companies, the change means higher direct costs and extra pressure on budgets.

The new 2025 vignette rates
Here is the comparison between the old and new rates, in euros (VAT included).
Cars (category A)
- 1 day: €3.5 (was €2.5)
- 10 days: €6 (was €3.3)
- 30 days: €9.5 (was €5.3)
- 60 days: €15 (was €8.4)
- 12 months: €50 (was €28)
Goods vehicles ≤ 3.5 t (category B)
- 1 day: €10 (was €8.6)
- 10 days: €13.5 (was €11.5)
- 30 days: €21.5 (was €18.2)
- 60 days: €34 (was €28.8)

Trucks 3.5–7.5 t (category C)
- 1 day: €7.5 (was €4)
- 7 days: €19 (was €16)

- 7 days: €33 (was €28)
- 30 days: €66.5 (was €56)

The increases are consistent. For example, the annual vignette for a heavy truck (≥ 12 t, 4 axles) rose from €1,210 to €1,425, and for cars from €28 to €50.
Higher fines for a missing vignette
The higher rates were matched by much tougher penalties. A missing valid vignette brings substantial fines, calculated by vehicle type.
Examples of current penalties:
- Cars: 500–1,000 lei (was 275–550 lei)
- Vans ≤ 3.5 t: 1,140–2,280 lei (was 950–1,900 lei)
- Trucks 3.5–7.5 t: 3,800–7,600 lei (was 1,550–3,100 lei)
- Trucks ≥ 12 t, 4 axles: 14,250–28,500 lei (was 5,950–11,900 lei)
- Minibuses: 3,800–7,600 lei
- Large buses: 6,650–13,300 lei
A single fine for a large truck far exceeds the cost of an annual vignette. For companies, this can mean losses of tens of thousands of lei — and it’s exactly the kind of avoidable cost that eats into your cost per kilometre.
How to avoid vignette fines
For transport companies, staying on top of the vignette rules becomes a priority. A few useful practices:
- centralise all your fleet’s vignettes in a register or app
- buy long-term (annual) vignettes for vehicles used constantly
- set reminders before expiry
- assign a clear person responsible for monitoring payments
- keep invoices and proof of purchase
- use official channels (the CNAIR portal, authorised apps)
